平和憲法: 奈落から天頂へ!

 

今日本では第二次対戦後作られた新憲法の改変を巡って議論が沸き起こりデモが各地に広がっています。その中心は憲法第九条で、これは戦争放棄・戦力不保持と世界的に特に戦力不保持は稀に見るものです。


平和憲法第九条を変えて戦力を持ち戦争を可能にしたい自民党は憲法発布後間も無くからこれは米国に押し付けられたものとして来ましたが、歴史的には幣原首相の提案で総司令部草案に入ったものと思われます。


外交官であり長期の縄文文化・無戦争・死刑、十七条憲法の背景を持ち原爆の悲惨・惨禍を持つ幣原首相がマッカーサー総司令官との会談でこれを話し、当時の政治状況から総司令部草案に入ったものでしょう。


1951年に幣原が死ぬ前に語り秘書官平野三郎が記録したものに自分が提案したとし、1958年改憲派の岸首相の憲法調査会会長高柳賢三がマッカーサーから得た書簡にも上院証言・回想にも幣原提案とあります。


両者が政治社会的束縛から離れての発言であり、嘘の必要もなく、外交官・軍人それぞれの背景・経歴からも納得が行き、原爆使用も考えたマッカーサーや日本軍事化を当初から考えた軍部からとは考え難いです。


現在独裁・戦争・核兵器・破局を抱え、世界中が殺戮・飢餓・難民・生活苦・環境問題などを抱えており、人的・物的資源を戦争・軍拡・核改良・生態破壊から平和・福祉・生命・教育・環境へ転換すべきでしょう。


五千年程の金字塔文明の三毒(貪瞋痴)・五禍(迷妄・束縛・差別・搾取・殺戮)から本来の何百十億年の自然の真善美聖の命帝網文化の三学(戒定慧)・五福(覚醒・自由・平等・友愛・平和)へ帰るべきです。


それは人間だけの一時的悪業から宇宙・生命・永遠の真理・普遍法に、諸宗教の戒律・倫理に、人類の道徳・義務・法律に従って生きることであり、そこに諸法・各自の平等・平和・自由・自治が保障されます。


誰でも三毒による三Mの奪い合いであり極悪・非道・野蛮・犯罪の戦争・戦力・兵器・核など持たずに済ませるなら、それが望ましいと思います。国家の狂信・凶行を廃め、戦争放棄・戦力不保持を得ましょう!


今旗で前が見えなくされ台座から奈落へ行進する像が話題になっています。アショーカ王は戦争の悲惨を悔い悪業から善法へ帰依し遠方永遠に磨崖石勅・石柱に刻み伝えました。平和の法宝を広め確立しましょう!

Peace Constitution: From Abyss to Apex!

 

Good morning.

In Japan today, heated debates are arising over proposals to revise the new Constitution established after the Second World War, and demonstrations are spreading throughout the country. At the center of these debates is Article 9, which renounces war and the maintenance of military forces. Especially its clause on the non-possession of war potential is extremely rare in the world.


The Liberal Democratic Party, which wishes to revise Article 9 so that Japan may possess military forces and engage in war, has long claimed that this Constitution was imposed upon Japan by the United States soon after its promulgation. Historically, however, it appears that the clause was proposed by Prime Minister Shidehara and incorporated into the GHQ draft.


Prime Minister Shidehara, a diplomat shaped by the long heritage of Jōmon culture, long periods without war or capital punishment, and the spirit of the Seventeen-Article Constitution, deeply experienced the tragedy and devastation of the atomic bombings. In his meeting with Supreme Commander MacArthur, he is believed to have spoken of this ideal, which, under the political circumstances of the time, was then incorporated into the occupation draft.


Records left by Shidehara’s secretary, Saburō Hirano, recount that before Shidehara’s death in 1951 he stated that he himself had proposed the idea. In addition, Kenzō Takayanagi, chairman of the Constitutional Research Commission under Prime Minister Kishi, who sought constitutional revision in 1958, obtained a letter from MacArthur affirming that the proposal had originated with Shidehara, consistent also with MacArthur’s Senate testimony and memoirs.


Both men made these statements after they were largely free from political and social constraints, with no need to lie. Their respective backgrounds as diplomat and military leader also make the account persuasive. It is difficult to imagine that such an ideal originated instead from military authorities who had considered the use of atomic bombs and who from the beginning envisioned Japan’s remilitarization.


Today the world is burdened with dictatorship, war, nuclear weapons, and the threat of catastrophe. Everywhere there are killings, hunger, refugees, poverty, and environmental destruction. Human and material resources should be redirected away from war, military expansion, nuclear modernization, and ecological devastation toward peace, welfare, life, education, and the environment.


We should move beyond the triple poisons (greed, hatred, delusion) and five calamities (delusion, bondage, discrimination, exploitation, extermination) of the five-thousand-year-old pyramidal civilization, and return to the true, good, beautiful, and holy Life-Indra-Net culture grounded in the natural history of billions of years, with its triple learning (morality, meditation, wisdom) and five blessings (awakening, freedom, equality, friendship, peace).


This means turning away from humanity’s temporary evil karma and living instead according to the eternal truths and universal laws of the universe and life itself, according to the moral precepts and ethics taught by the world’s religions, and according to humanity’s morality, responsibilities, and laws. Therein are guaranteed the equality, peace, freedom, and autonomy of all beings and phenomena.


Surely everyone would prefer a world in which no one must possess war, military forces, weapons, or nuclear arms — all born from the struggle for the triple Ms (money, matter, and might) driven by the triple poisons— and all leading to evil, cruelty, barbarity, and crime. Let us abandon the fanaticism and atrocities of the state, and realize the renunciation of war and military force.


Now a statue marching from its pedestal into the abyss with its face blinded by a large flag has become sensational. Ashoka deeply repented the tragedy of war, turned from evil karma to the good Dharma, and had his message engraved upon rock and pillar edicts to endure and be transmitted far into the future and the far land. Let us spread and secure the precious Dharma treasure of peace!
